In this talk we will review the history of the studies for rare B mesons decaying into dimuon, and present the newest analysis of B0s to mu+mu- branching fraction using the data collected by the CMS detector during LHC Run-2. The effective lifetime using the B0s to mu+mu- events, as well as a search for the B0 to mu+mu- decay are also presented. The measured branching fraction and the effective lifetime of the Bs to mu+mu- decay are the most precise single measurements to date. Results are found to be consistent with previous measurements and the predictions from the standard model.
